Dishonesty of Borisov A.V. and Mamaev I.S.? Моre than an hypothesis...

 

        Borisov A.V., Mamaev  I.S. discussed below are director and vice-director of the firm [see appendix 1] editing the international scientific journal "" and some books series.

        The community of Russian scientists which can approximately be called "Theoretical [=Rational] Mechanics" is marked by the respect, nay careful attitude bestowed on colleagues. Rigour, severity are present if needed, but always used with equilibrium, all keen preserving an atmosphere of dialogue. The support granted to young talents is not considered a virtue, being but self-evident. Should anything arise, a tactful remark will rapidly develop into a quest for concerted solutions.

       Our worthy colleages Borisov and Mamaev must remember that they were duly noticed in their time and encouraged by the community, having shown convincingly their aptitude for perceiving and effectively applying modern methods lying at the junction of analytical mechanics and several mathematical disciplines. The first revealed, besides, an organizational talent in publishing.

      However A.V.Borisov and I.S.Mamaev fail somehow to fit in with traditions and ethical norms. They seem to suffer from lack of self-irony, they are pulling themselves up to the forefront not disdaining dishonest ways (it so seems to me).      Appendix 1. The appellation "Institute of Computer Science, Russia" exibited by A.V.B.+I.S.M. disreguards the requirements of the corresponding law of Russian Federation. The correct appellation is "Autonomous Noncommercial Organisation <<Institute of Computer Studies>>". The so-called "" IS NOT A SCIENTIFIC INSTITUTE similar to the well-known which have the same acronym "ИКИ" in Russian. So, A.V.B.+I.S.M. incorrectly use the Russian acronym "ИКИ" and mislead the international opinion as regards the scientific weight and the public reputation of their "insitute".

     The english  appellation exibiting "Science" on the place of "Studies" has a character of cheating.  "Computer science" is a large scientific domain. Cf, for example, the links

The site of A.V.B.+I.S.M's  "institute" says:
  "The main goals of ICS's research are:
1. the development of software systems for solving both practical and theoretical problems in the theory of dynamical systems and
2. numerical and analytical exploration of dynamical systems using advanced computer methods. "
The "development of software systems" in fact is based on the use of products as Maple. The "numerical exploration" in fact is based on the use of products as Maple. Where here some "
computer science"? Borisov, A.V. and Mamaev, I.S. are simply users of products as Maple. Very qualified users, I agree.

     The site of A.V.B.+I.S.M's  "institute" does not indicate, in the other hand, which scientists are permanent, regular employees (collaborateurs titulaires in French), in other words,  are placed on the books of this firm?  It seems probable that they have nobody to show. As a corollary, scientists are misleaded in a second way.

     Appendix 2. A vivid example. Their book on theory of integrable systems was passed for press on 20.03.03. In the introduction you find negative comments on the book by A.G.Reyman and M.A.Semenov-Tyan-Shansky "Integrable systems. Groups theory approach", a book that was passed for press on 28.04.03 in the same publishig house where Borisov A.V. and Mamaev I.S. are director and vice-director. The two managers-authors-competitors give negative comments of  a rival book not yet out of press - saying literally "we got access to the manuscript [etc]".

     Appendix 3. Let us see the same book of 2003. It appeared in the series "Countemporary Mathematics". The back cover bears biographical data of the authors-managers. Such honour was confered to these "self-editors" only, excluding anybody else edited by the so-called "Institute of Computer Science".
     On the back cover they write the following about themselves:
     "A.V.Borisov (born 1965, doct.phys.math.sci.) and I.S.Mamaev (born 1971, cand.phys.math.sci.) are well-known Russian scientists in the field of [details]. They are the authors of over 50 works including three monographs [list given].
        They include in the list of monographs a selection of articles of several authors, misinforming the reader to their advantage.
